The Department of the Premier and Cabinet (DPC) is the principal
government agency in South Australia. It delivers specialist policy
advice to the Premier and Ministers, supports the Cabinet process
and provides direction and leadership to the South Australian
Public Service.
Cabinet Office supports the deliberations
and decision-making of the Executive Council, Cabinet and Cabinet
Committees. It drives implementation of South Australia's Strategic
Plan, coordinates and advises on policy development, and has
overarching responsibility for federal-state relations.
In 2009 Brabham Consulting (now the Brabham Group) in
conjunction with Department of the Premier and Cabinet launched the
first ever Cabinet Online Management solution; known as Electronic
Cabinet Online (ECO).
While South Australia is widely acknowledged as a leader and
innovator, the task of providing a secure, paperless Cabinet
environment goes to the heart of what is the core business of
governments everywhere. Not only was a high level of security
integral to the new ECO system, but it also required Brabham to
provide an environmentally significant, secure, auditable and
accountable system that ran smoothly for all involved. It achieved
all of this, something no other Australian State is yet to
achieve.
Our approach included working closely with Cabinet Office staff
on a day-to-day basis to gain an in-depth understanding and
appreciation of staff work tasks, including the sensitivities
associated with the timeframes for the ’10 day Cabinet cycle’.
Not only has ECO created a paperless environment, it has
significant improved the security of Cabinet documents as they are
accessed across all agencies throughout the 10 day cycle.
Substantial productivity gains have also been delivered as staff
across all agencies become familiar with the ECO system.
The winning of the 2009
Gold for Pacific Rim— Global Awards for Excellence in BPM &
Workflow has provided recognition on a world stage
for Brabham (and a first for an Australian owned company).
Our new success has seen ECO win the
2011 iAwards for eGovernment South
Australia.
Brabham now looks forward to the commercial release of ECO to
other Australian and overseas Governments.
